I tried the Rustoleum stuff and was not happy with the results. But I've been very happy with Eastwood's Corroless product (http://www.eastwoodco.com/).

Is the 3M product based on linseed oil?

POR 15 creates a rock-hard coating, so it's great where you need the mechanical protection. Corroless, however, is more like a conventional promer -- but you can paint over it fine.
