In my experience with volvo power windows, I found that those little motors are really tough!! Usually the problem is somewhere else.
Most commonly, it is the switches. Some carbon deposit stacks on the contacts, making the window not operative. This is because the switch directly provides the current to operate the regulators (window motors), without any relay (the PW relay is just turning the power supply off when your key is not at the II position).
Check if current is reaching the regulator when you push the "window up" switch... And check the polarity!!! I saw one day a problem like that and the regulator recieved 12volts on both wires.
