Paper towels work pretty well on that stuff.
No, the rest of the oil in your sump is not like that.
The hotter your engine gets, the less of it you will see.
You have correctly identified it. It accumulates in the coolest
places high in the engine. Anywhere water will NOT condense,
you will not find it.
