What is below the flame trap 200 1988

It wouldn't hurt to clean it, but if it's free-flowing, leave it be. "If it ain't broke, don't fix it." Removing oil separator (aka "breather box") can be tricky, and bears a slight risk of dislodging the oil return hose inside the crankcase.

"...the two bolts that are visible at the attachment to the block all that is necessary for removal?"

Yes. You must carefully lift it straight up from the block to disengage the hose so the hose isn't yanked away from its internal mounting clips. On my '86, I was able to access the oil separator by reaching under the intake manifold and working by feel. All worked well (and mine WAS plugged).
