Sounds like the shorty hose that is in the tank connecting the in-take pump to the feed hose.
It is about half way down the fuel tank and at that level you start sucking air.
On the '89's you can lift the carpet in the trunk and get to this via an access panel. Not sure if Volvo was that nice in '86.
