You use/test your hand brake at 30 mph?

What manual and which mechanic do you use?

Never heard of this before. Testing at downward and upward slopes and testing at 5-10 mph I have read and done in the past but never at 30 mph. If I am wrong about this fellow brickster, then please advise me so.
