Dead head.
That's what is likely the problem. That or the gasket.
Don't bother with an impact wrench for the exhaust bolts. Either do one of two things; Split them off with the appropriate tool (emergency) or just douse them NOW in PB Blaster, and let them soak. Then do it again tomorrow, and until you pull the head. Wire brush the remainder of the studs (the part that you can see). Then clean the threads a little bit and remove the bolts. It usually does the trick.
If not... oxyacetylene torch is a good one.
Oh... if you are having problems with the head, just pull the whole manifold off with it. Take it from the downpipe side, and disassemble it elsewhere, when it's off the block.
The head is easy to remove, except the head bolts. Big breaker bar on those.
