Disconecting Downshift Capabilty 700

I have a 1991 740T wgn which I just got the last few months having passed on the old reliable 240. My OD light comes on from time to time obviously restricting the car from going into OD. So far it has only happened when starting or at low speed. The other respondants are probably right with the speculation on relay or switch. I can't wait till mine starts downshifting of it's own accord at speed so I can run out and buy some more expensive volvo parts.
