I can try to help, but I don not recognize DEQ, what is that?

The instrument panel warning lights go out if (1) the alternator starts charging, and (2) the wire to the D+/61 terminal on the alternator is not grounded somewhere between the alternator and the instrument panel.

One reason that charging fails is that the brushes are worn too short. If they're are under 5mm long they should be replaced. A new unit will include the voltage regulator and be around $80 at a dealer. They may be available aftermarket, I've never looked.

If you determine that the D+/61 wire has gotten grounded then you can by-pass that wire with another. Leave the old one in place, just tape off at both ends.
