Pre pump sock and engine cutting out

The sock should not get dirty. You probably have rust or crud of some sort in the tank. If this is the case, cleaning it without removal will be a chore. Perhaps letting it dry out and then vacuuming might help.

Also, your fuel filter may be clogged with all that crud that made it past the sock.
