idle problem 200

Hi all

I purchased my first volvo a 82 244 with B23E and a M45 gearbox it has around 186000km on it.It didn't run very well when I got it so far I have changed the intank fuel pump hose It failed and I have replaced the injector seals and the idle screw seal and cold start injector seal. and fixed the engine wire harness The problem the car has is when it is started up in the morning it idles a around 900 RPM but after it has driven into town the car idles at around 1500RPM all the time and will not go down to 900RPM is this normal. This is with the air con turned off. can anybody tell me what the problem is so I can fix it it is starting to get F^*$*%G annoying any advice would greatly appreciated
