What should I replace next, ready to give up... 700 1989

Jeff, no one mentioned this but check for a vacuum leak. You removed the throttle body, did you put on a new gasket? Spray some carb cleaner down on the interface between the throttle body and the intake manifold, if the idle changes, might have a vacuum leak.

Check all the hoses connecting to the intake manifold to make sure they are secure.
