Mystery Hose - What is your function, sir?

Hi all. Does anyone know what the silver hose (looks like a vacuum cleaner hose) that runs next to the oil filter. Mine is partly cracked. What is its name, function, and consequence of not replacing? (In short, can I tape it up with electrical tape?)
