3-2-1 = cold starter valve code 700 1990

after some research on the web, a few places are saying that 3-2-1 on the LH2.4 fuel injection test indicates a cold start valve problem.

i got rid of the knock sensor 1-4-3 code by replacing it. the old one was completely gone.

so all that's left for me is 3-2-1. does anyone know how to go about taking card of the cold start valve? i can't seem to locate it in the FAQ.
