If it were mine I would take off the pump, disassemble the fluid end
and see if the shaft turns freely and if everything in there is clean.
I really don't think it is the relay but you could hook a voltmeter across
the pump and see.
Could you have a plugging filter?
It might be educational to put an ammeter in series with it to see if it
is drawing a lot more current when the problem occurs, which would
indicate motor overload from friction, gumming, etc.
Your gas hasn't gotten really thick lately, has it??
