In essence the '69 onwards dual circuit brakes are identical to the earlier brakes. The weird American setup using Wagner brakes was never used on European spec Amazons. The Major difference on the European dual circuit brakes is a subtly different cylinder, and self adjusters. You're wasting your time going down that road.
The most obvious mistake to make is that you've installed the leading and trailing shoes arse about face. You will notice the lining on your shoes is mounted to the metal of the shoe eccentrically. Now imagine a mark on the braking surface of the drum. When you rotate the drum in the normal forward direction of rotation that mark should always first pass over the part of the part of the shoe that has no lining on it. In other words as you look at the left brake assembly you see the cylinder at the top. The drum will rotate anti-clockwise. The shoe forward of the brake cylinder has its lining mounted so that it is moved downwards towards the adjuster. The shoe rearwards of the cylinder has its lining positioned so that it is shifted upwards towards the cylinder.
I'm puzzled about your limiting valve. I've never heard one operate, and as far as I know they're not adjustable.
