Fuel pump/relay questions

Bob, how much fuel is in the tank?? If your rubber hose between you in-tank pump and your gas feed is ripped, you will be sucking air at a little below 1/2 tank.
In essence, you are out of gas with 1/2 tank.
If you are down below 1/2 a tank, throw a gollon in the tank and see if it'll start.

Can't help you with Relay location on an '80..not sure.
I would say that it is likely that the relays are the same. I know the later 200's and 700's have the same relay.
