As long as there is NO power getting to the solenoid via crossed wiring or such, I would say yes the solenoid is at fault.

If you have the solenoid that has a spring clip in the end of the portion that sticks into the OD, you can clean the solenoid and replace the O-rings. The solid end type need to be replaced.
