The latter is a good question, but I believe that it's a pulsing voltage since of course, it IS an injector. However, it's possible that it injects or allows fuel into the manifold on a non-metered basis--only by flow based on pressure. Many voltmeters will read only a solid voltage because the oscillation is so rapid.
If you check it first start in the morning or whenever, it should be active. Symptoms often include failure to run without foot on the pedal, and failure to keep running at cold idle.
