Horsepower ratings-net vs. SAE?

VolvoWorld says that my '66 B18B should be cranking out 115 ponies. But, is this SAE or net horsepower, and what is the diff.? In other words, I guess what I am asking is if this 115hp rating is equivalent to a "modern" engine rated at 115hp, or if the "true horsepower" is actually less?
