consequences of blocking off IAC 200

I don't have the Bentley manual, but I do have a junkyard ECU (don't know if it works)--will swap it this weekend and see. I have noticed that when it's idling high if I repeatedly tap on the accelerator the idle will come down, atleast until I stop tapping then it will go back up. Is this indicative of anything? Fuel pump related? There seems to be a pattern developing in which the car runs rich and idles high on one outing and then the next time out it runs lean and sputters and hesitates.
