The crank gear is a light press fit on the crankshaft, engaging with a dog at the back. It should be easy to remove unless it rusts in place, which is not too common because the timing belt cover protects the area fairly well.
The thin metal washers are there to prevent the timing belt from somehow wandering off the gear. The PBlaster, applied to the shaft, should go a long way toward removing the gear. Try tapping lightly with a mallet or piece of wood to loosen it, then pull it off. Use some wood to tap tangentially along the gears to loosen it as well. If nothing works, then bend the washer forward and place a puller on it. Of course you'll have to obtain a new washer.
When you reinstall this, use a light coating of antiseize on the inside of the gear to prevent future seizing. Also, mark the other gears and the timing cover marks with a spot of white paint at the timing marks so you can easily find TDC in the future.
