Spread clay kitty litter over the stains first: it is amazingly effective at soaking up oil. Clean this off, then apply a mixture of hot water and trisodium phosphate with a stiff brush; let this soak, then hose off thoroughly. You may require several applications.

As for paint, consider a two-part epoxy. All I know is that the acrylic "coating" is just about worthless: controls concrete dust for a couple of years but not much more.
