H. balancers do go out and do slip on Volvo's. Engine most likely did not change time unless the cambelt slipped. Did you change dist cap and rotor and plug wires? All are wear items. The balancers are available from a number of sources including IPS in Boise.

Good luck and have fun---it will be a good beastie after some work and zero timing of wear components.
