The vclassics site shows the ballast resistor in the wrong place. BRs are used to reduce the operating voltage to the coil after the car has started. They are bypassed during start up, usually using a hot point on the starter solenoid that only has current during cranking.
I had trouble accessing the stanford address so I can't comment on the diagram there, suffice to say chrysler used BRs for years and any decent chrylser mech., will know the drill.
