That "tar paper" is asbestos. Grinding and using a wire brush is a good way to get the stuff airborn and inhaled. Inhaling asbestos is considered not good.

I remove the stuff by keeping it soaking wet to prevent dust from getting into the air. Doesn't help to soften the adhesive though.
