I simply replaced my relay and my locks now work perfectly. I have a 1986 740 though so maybe yours is different. I have to confess that I paid the local Volvo dealer to diagnose the problem and it cost me, ah, about $50? The relay itself was 65. I just can't spend time tracing these things down.
