Also make sure the contacts in the brake light sockets are clean, and replace the bulbs, even if they're good, with 2 new ones made by the same manufacturer. I've seen minute differences in bulbs cause the light to come on.
Also try taking both brake bulbs out. Does the light still go on? IF it does, it could be in the third brake light housing. The indicator is supposed to detect differences in current- 2 on or 2 off, ok. 1 on, 1 off, not ok.
