Yeah, we saw maybe 1 in 50 cars in CT with it. It was always a case of "what the hell is THAT thing?" when one came in. I don't know for an absolute fact that it was limited to Calif cars or that it was required for them. I've seen cars in Calif for sale, don't usually have the EGR junk. It was like a fix they tried to meet a lower emissions target for a few years, and for whatever reason Volvo did not install it on *MOST* US cars. When it fails, most people never fix it, just disable it and deal with the pipe. Replacing the manifold makes it a "factory" fix. Just like it was never there...
