Testing speedometer sensor with ohm meter 700

I tested the ohms between the two terminals at the speedo sensor in my 86 740 and I get 0.00 ohms. I had heard that the value should be 600 to 1600 ohms. Is that correect? What does this indicate if I get no resistence at all? A shorted sensor?
