If you're only hitting half the electrode in the cap, turn the distributor so it matches up better - that way you won't burn up caps and rotors as quickly.
You're right. Turning the dist has no effect on timing. Never will. The engine speed sensor and the ICU control your timing and there isn't any way to change it. If it's off, the ICU could be bad or not getting it's vacuum signal. Or the knock sensor could be bad still, it will go to full retard if unhooked.
