My guess is ignition timing... Admittedly, it could also be caused be running lean as Ron said, but probably not if it happens with or without the choke...

Try turning the distributor a couple degrees clockwise. And remember where it was before you do so in case you need to put it back. Might also be good to double check the points gap.
