I follow Steve on this. The control cable is probably adjusted slightly too loose. If you catch it going into second and step on it, will it stay in second? If you drive at 30mph in 3rd gear and step hard on the gas, will it shift down into 2nd? This will establish whether or not the transmission is recognizing the shift cable input from the throttle.
Some AW transmissions drive like that. 1-2 is normal, then it spends very little time in second gear, and then third is again normal. It has to do with the control cable, usually. Also, if you get new fluid (or if it just got new fluid) the symptom could show up. If you don't know the age of the fluid, flush it out and see what you get afterwards.
