weird power steering vibration

First, the tires are brand new Dunlops. Second, the fluid is topped off. Third, The belts are perfectly tightened. I am dumbfounded as to what would cause this, since there is no connection between bleeding brakes and power steering, or is there? The vibration is more like the steering wheel turned into a hand massager...
