Undercarriage Rust

Let's see if I can explain this better... There is the undercarriage, where the undercoating is sprayed, then there is a piece of metal, which looks like the floor pan itself and it is grey, looks brand new and no signs of rust, so, if I lifted the carpet, I would see this grey metal and not the rust. The hole is not in the floor pan itself.
