Fuel Pressure Regulator question

when you pulled the vacuum line off the FPR, did any fuel come out of it? if so, it's busted.

the idle should go up a very slight bit when you pull it as well.

could be the O2, which would explain bad mileage. what kind of conditions (traffic and road) do you drive in? in NYC (very bad stop and go traffic in all the 5 boroughs) i get roughly 15-17MPG.
