This is just my opinion, but...
If you are THAT worried about every last spark and fume, I'd say go with a Toyota Prius or a Honda Whatever it's called. Except for the crash factor, which isn't as good with either of those cars.
The truth is, sparks from the electric fan are so minimal you wouldn't notice. Furthermore, any fumes within the engine compartment should be vented through the rear and bottom of the compartment, as the engine fan is exhausting itself INTO the compartment rather than out of it. The chance of the engine fan igniting ANYTHING is so tiny, it doesn't even merit concern. More concerning would be a broken fuel pressure regulator and a cracked vacuum hose, bad injector seals, leaky lines, etc.
The bottom line: The electric fan conversion is no more likely to cause an engine fire than is the fan clutch. And as Mr. Spill sez, if you have such concentration of gas fumes wafting around the engine compartment, your problems are much greater than worrying about potential electric fan problems.
