air control motor

If this a CIS system motor (pre LH), then if you are using a DC meter you may not see anything as the signal is AC.
The center terminal is ground and the other two are out of phase square waves.
Check with a good AC meter or an oscilloscope.
If truly no signal then either the controller box (located next to Lambda controller at right kick panel) is bad or wiring from coil to box is open.
I have fixed the boxes. It requires replaceing blown transistors.
Or go to junkyard.
