You didn't state the year of car, but fuse 16 usually goes bad on older 700 series cars. Fuse 16 supplies the heater and AC, not the brakes. The Lamp Failure Relay is usually the problem when the brake lights do not work. It is the large cylindrical relay in the left front corner of the Central Electrical Unit. On most cars the Lamp Failure Relay is red, but the earlier 240s had a black one.
