Go to the brake pedal and follow it up until you see the switch, See if you are getting 12V on the Green/Red wire. If yes then step on the brake and see if the 12V comes out the Blue/red wire. If you have that then it sounds like your Bulb Failure Sensor if everything else is working.
Find the sensor and pull it out of the connector just a little bit. Jump a wire From "54S" to "54R" and "54L", they should be right next to each other. then see if you have brake lights.
54S brings 12Volts into the Sensor when you step on the brake, Then the 12V goes out on 54R (right brake light) 54L (left brake light). If the Sensor goes bad, the Voltage goes in but doesn't come out.
