86 240gl not starting

Assuming your fuses are good, you can bypass the relay and that miserable underhood fuse by running a jumper from fuse 4 to 6, I think. Check the fuse cover to confirm, but you're jumping the in-tank fuel pump circuit to the main pump circuit. If the car starts and runs, then you know the pumps are OK and it's probably either the underhood fuse or the fuel pump relay.
