Need Turbo Help, Please........

"Do the Mennonites understand turbos?

Sounds like a stuck open wastegate. Follow Bentley's manual pump test method (car turned off)and see if it opens, closes..."

I don't have access to a Bentley's manual. Would you please tell me the procedure.
