i failed emmisions...any suggestions?

The cap is black not the rotor. My step dad replaced the rotor when i wasn't looking. The car has 190K miles on it. Thanks a lot for everybodies help. I'm going to replace the t'stat when my car isn't under 8 inches of snow. I may get the cat tested like someone said.
