1) The red-head valve in front is probably bad. Change that, they're only a few bucks. It's both a tee and a check valve that keeps fluid right up to the jets at all times. This only applies to the front ones.
2) The nozzles probably have crap in them. Try removing the hose anywhere that it's convenient, poke a pin into them and then blow them out backwards with compressed air or water or whatever's convenient for you. There is probably crud right up in the washer jet ball at the end.
3) if you can't clear the jets, break them off and pop in new ones. They snap right into place.
