Problem with BRAKE LIGHTS 200 1987

Three possibilities come to mind. Wrong bulbs. They should be 1157 twin fillament. Sockets reversed left to right. The white socket goes on the passenger side, black on drivers. Bulb fillaments shorted together or contacts at base of bulb shorted together.
