Squealing brakes question.

I recently replaced my brake pads with TMD Mintex pads. The pads were super quiet at first but have started to squeal. I just put on some new anti-squeal shims (stick-on style) but they are still squealing. Did I do something wrong? Can I switch the pads from one side to the other? What tricks out there will keep the pads from squealing?
