It's just yours unfortunately. Mine all turn fine. Don't work worth a darn but they do turn properly. Shouldn't require 2 hands and a pipe wrench. They're supposed to be pretty easy to rotate. Try WD40 or 3-36 on it, then give up and grab a control in a junkyard. They're replaceable and not pressurized with R-12 or anything like that. It is a capillary tube and bulb- it's own sealed little fluid system. If you get a junkyard one, cut a few inches of the wires so you know what colors go where.
You're probably hearing the fan run on a higher setting when the AC is activated though you COULD have a vacuum leak in the air flaps inside the dash. You should be able to find the source using your ear and a piece of tubing to isolate the noise, once the covers are off the dash.
