Like the other post, resolder the fuel pump relay. I hope your replacement is a bosch one.

I think this may be related to your problem. Replace the 25amp fuse holder with a water proof one. This may be failing instead of the relay.

As far as the seal, have you checked the oil trap box. I suspect it may be clogged.
