Starter Problem 700 1989

Check your engine earthing straps. This would cause all sorts of problems. They may be broken, disconnected or corroded. When you check for power at the starter motor, test between the permanent hot and the case of the motor, or the engine block. If you get a low or non-existent reading, earth is gone.
