Yeah, you would think that "the government" would coordinate the requirements for OBD II with their emissions testing requirement. There was another article in the News and Observer chronicling a woman's quest to pass the test, and apparently she had to go to the dealer (she had a FWD Volvo) to have the OBD system "certified" as operating correctly. Cost her big bucks.
